Pakistan is moving closer to a long-awaited transformation in its digital landscape as the government prepares to hold a large-scale telecom spectrum auction early next year, a step that is expected to unlock faster internet services and introduce fifth-generation mobile technology in the country for the very first time. Senior government officials say the initiative is not only about launching 5G, but also about fixing deep-rooted structural issues that have long held back the quality of mobile and broadband services across the country.
For years, consumers and businesses alike have voiced frustration over sluggish internet speeds, dropped connections, and frequent service interruptions. These complaints have intensified as Pakistan’s population has grown to around 240 million and digital usage has surged, placing enormous pressure on telecom networks that are operating with severely limited spectrum resources. According to government officials, this mismatch between demand and capacity has reached a point where it is actively harming productivity, innovation, and economic competitiveness.
Speaking at a joint media briefing, Information Technology Minister Shaza Fatima explained that the government is aiming to conclude the spectrum auction either by the end of January or in the opening days of February. She acknowledged that Pakistan’s internet quality lags not only behind advanced economies but even behind several countries in the region. In her view, the core reason is not a lack of effort by telecom operators, but a fundamental shortage of available spectrum.
To illustrate the scale of the problem, the minister highlighted that Pakistan’s entire population currently relies on roughly 274 megahertz of spectrum. In comparison, neighboring Bangladesh operates with more than double that amount, close to 600 megahertz, despite having a smaller population. This imbalance has led to extreme congestion on networks, a situation she compared to forcing traffic meant for eight lanes onto just two, inevitably resulting in bottlenecks and delays.
The upcoming auction is being described as the most significant in Pakistan’s telecom history. The government plans to offer nearly 600 megahertz of spectrum across multiple frequency bands, some of which have never been auctioned in the country before. Officials believe this move will dramatically expand network capacity, allowing telecom companies to improve existing 3G and 4G services while also laying the groundwork for a nationwide 5G rollout.
The introduction of 5G is expected to have far-reaching implications beyond faster mobile internet for consumers. Policymakers see it as a critical enabler for digital businesses, e-commerce, fintech, smart agriculture, telemedicine, and industrial automation. With improved connectivity, Pakistan could unlock new economic opportunities, attract foreign investment, and better integrate into the global digital economy.
Finance Minister Muhammad Aurangzeb, who also addressed the media, emphasized that leaving spectrum unused carries a real economic cost. According to him, spectrum that remains unsold or underutilized translates directly into lost revenue, slower digital growth, and missed opportunities for innovation. He said this understanding prompted the government to prioritize the auction process and ensure it was designed in a way that balances investor interest with national economic goals.
Aurangzeb revealed that the Economic Coordination Committee had already approved the framework for the auction. These recommendations were developed by the Spectrum Advisory Committee after a lengthy consultation process involving telecom operators, regulatory bodies, and consumer representatives. The aim was to create a structure that is transparent, competitive, and aligned with both market realities and public interest.
To further strengthen the process, the government sought guidance from an internationally recognized consultancy, National Economic Research Associates. This firm was tasked with advising on key aspects such as spectrum valuation, auction format, and payment structures, drawing on global best practices and international benchmarks. The finance minister noted that while these recommendations were grounded in global experience, they were carefully reviewed through what he described as a “Pakistan-first” approach to ensure they suit local economic conditions and market dynamics.
Following this review, the proposal received clearance from the ECC and is now set to be presented to the federal cabinet for final approval. Once cleared, the government will move swiftly to announce the auction schedule and detailed terms, signaling a major shift in Pakistan’s telecom policy after years of delays and uncertainty.
Industry observers believe that the success of the auction will depend not only on the amount of spectrum offered, but also on pricing, payment flexibility, and regulatory certainty. Telecom operators in Pakistan have long argued that high spectrum prices and heavy taxation limit their ability to invest in network expansion and quality improvements. Government officials say these concerns were part of the consultation process and have been taken into account while finalizing the auction design.
If implemented effectively, the auction could mark a turning point for Pakistan’s digital infrastructure. Expanded spectrum availability would reduce network congestion, improve service reliability, and enable operators to meet growing data demands driven by video streaming, online education, remote work, and digital payments.
